2024 Reference Value Report: Living Income and Living Wage for Rural Timor-Leste (East Timor)

Abstract

The Anker Living Income and Anker Living Wage Reference Values for rural Timor-Leste in 2025 remain unchanged from 2024. The Consumer Price Index (August 2018 = 100) was 125 in June 2025, the same value as in June 2024; i.e., annual inflation in June 2025 was 0%. In fact, after a deflation of 0.64% between June and December 2024, the Consumer Price Index recovered exactly to its previous level by June 2025. Income tax and social security laws in 2025 also remained unchanged from those in effect in 2024: workers earning a living wage are exempt from personal income tax, and the only deduction is the employee’s 4% social security contribution. As a result, the family living expenses, the net living wage (take-home pay), and the gross living wage (also referred to as the living wage) for 2025 have not changed since June 2024.
