2025 Reference Value Update Report: Living Wage Report for Rural Rwanda

Abstract

This report updates the Anker Living Wage Reference Value for rural Rwanda to June 2025. The update reflects cumulative inflation of 59.4% between June 2020 and June 2025. In the original 2020 report, the living wage was estimated at RWF 147,111 (USD 160). The updated living wage for 2025 is RWF 217,987 (USD 166), consisting of a net living wage of RWF 178,215 (USD 136), plus social security contributions of RWF 14,823 (USD 10) and income tax of RWF 24,949 (USD 19). Without this adjustment, the 2020 estimate would no longer support a basic but decent standard of living in 2025, as its purchasing power would have declined. In addition, social security contributions—calculated over the gross wage—rose to 6.8% in 2025 (6% for pensions, 0.3% for maternity leave benefits, and 0.5% for the community-based health insurance scheme).

2020 Reference Value Report: Living Wage Report for Rural Rwanda

Abstract

The Anker Living Wage Reference Value for 2020 for rural Rwanda is RWF 147,111 per month (USD 160)2 with a 95% confidence interval around it from RWF 130,006 to RWF 166,157. This is the wage required for workers to be able to afford a basic but decent living standard in a typical rural area of Rwanda. The Reference Value is comprised of a net living wage (i.e. take home pay) of RWF 111,813 (USD 121) per month plus RWF 35,298 (USD 38) which would need to be paid by law in social security (RWF 4,855) and income tax (RWF 30,443) on the living wage.
