This report provides updated estimates of family living expenses and living wage for Assam (Dibrugarh District), India. The update for 2025 takes into account inflation and changes in payroll deductions since the original Anker living wage study carried out in December 2024 (Kaicker & Mamkoottam, 2024).

2024 Benchmark Report: Living Wage Report for Assam (Dibrugarh District), India

Abstract

Living income and living wage are estimated by assessing the cost of the constituent com ponents of decent living, namely nutritious and balanced diet, healthy and safe housing, non-food-non-housing (NFNH) items and contingency expenses. The estimated living wage and living income are sufficient for basic decency for a typical size family of 4 persons in Dibrugarh district, Assam to lead a decent life in normal working hours. Rs. 25,789 ($305) per month is living income and Rs. 15,375 ($182) per month is the living wage for Dibrugarh district. These estimates are considered applicable broadly to rural Assam as a whole be cause of the similarities of agroclimatic conditions, food habits, and consumption patterns. The living wage estimated in this report is approximately 3.9 times the national poverty line wage, and 3.2 times the World Bank international poverty line wage. It is 70% higher than the minimum wages for plantation workers in Assam, and 5% higher than the minimum wages for skilled workers. The study was carried out under the auspices of Anker Research Insti tute (ARI) used the Anker Methodology® and a combination of secondary data available from reliable sources along with primary data collected through field investigation. Detailed f ield investigation was carried out during November-December 2024 in the various subdi visions (development blocks) of Dibrugarh district, Assam. Assam accounts for more than 50% of the tea produced in India and Dibrugarh district has the highest concentration of tea gardens.
